Till they are big enough to take care of themselves, he watches with incessant vigilance over their safety; as soon as they can go forth with tolerable security upon the world of their brook or pond, he takes a last well-merited holiday.

As regards eugenics, there is no doubt that a vast and persistent elimination of lives goes on even in civilized countries. It has been calculated that, of every hundred English born alive, fifty do not survive to breed, and, of the remainder, half produce three-quarters of the next generation. But is the elimination selective? We can hardly doubt that it is to some extent. If, on the other hand, we look farther afield, and study the results of race-mixture or "miscegenation," we but encounter fresh puzzles. That the half-breed is an unsatisfactory person may be true; and yet, until the conditions of his upbringing are somehow discounted, the race problem remains exactly where it was. Or, again, it may be true that miscegenation increases human fertility, as some hold; but, until it is shown that the increase of fertility does not merely result in flooding the world with inferior types, we are no nearer to a solution.

 

An aspect of Japanese life widely remarked and praised by foreign writers is the love for children. Children's holidays, as the third day of the third moon and the fifth day of the fifth moon, are general celebrations for boys and girls respectively, and are observed with much gayety all over the land. At these times the universal aim is to please the children; the girls have dolls and the exhibition of ancestral dolls; while the boys have toy paraphernalia of all the ancient and modern forms of warfare, and enormous wind-inflated paper fish, symbols of prosperity and success, fly from tall bamboos in the front yard. Contrary to the prevailing opinion among foreigners, these festivals have nothing whatever to do with birthday celebrations. In addition to special festivals, the children figure conspicuously in all holidays and merry-makings. To the famous flower-festival celebrations, families go in groups and make an all-day picnic of the joyous occasion.
